The TA aims to identify, develop and establish an appropriate monitoring and evaluation system that is updated and abreast with new technology to effectively assess the status, progress and quality of FMR projects relative to its target and objectives.
The expected outputs of the TA are as follows:
1. Development of a web-based M&E system;
2. Operationalization of a M&E and web-based system;
3. Training of DA-RFO personnel on geotagging and M&E of road projects
4. Database of geotagged photos/geomaps of all FMRs from 2010-2013, as well as the proposed/remaining FMRs to be implemented in 2014 with a total length of 3,857 kms, updated with monthly uploading of geotagged photos;
5. Updated/enhanced monitoring and evaluation tool on FMR projects that will be utilized by the DA; and
6. Updated/enhanced National Road Network Plan (FMR category) of the DA
Farm-to-market roads (FMRs) are an integral part of our country’s road transport infrastructure. As such, it is one of the logistical factors that will improve transport of agricultural products as highlighted in the Chapter on Sustainable Agriculture and Fisheries of the Philippine Development Plan (PDP) 2011-2016.
